Make sure you have a sig ready with black/white background and a placed render.
i will use this one:

Step 2:
Select the "Single Row Marque Tool":

Step 3:
Click on your (Render-) layer.
You should have something like this:

Step 4:
Now, click on edit > define pattern, you will get a dialoge box asking for a name, this simply means the name we are going to give the pattern. Click on OK.
Step 5:
Create new layer(CTRL+SHIFT+N)
Deselect the selection with the shortcut CTRL+D
Go to edit > fill or press SHIFT+F5. In the new dialog enter the values and click OK:

Step 6:
Now you will have this:

Drag the layer you just filled under the layer with the render in it.

Optional: Make the render layer invisble to optimize the sight on the outcome.
Step 7:
Add this filter (select the pixelstretched, patern layer we maded)
Filter > blur > motionblur: Angle:0 Distance:5.
set the layer to > overlay.
Now copy the layer (right click on the layer and hit duplicate layer).

Step 8:
As you can see I have some realy cool colours but also some unwanted dark spots.
To fix this we go to add some filters to it.
But first:
edit>transformation>horizontal flip
then filter>disort>ripple
This settings:
amount:300%
Size:large.
You will have this:

Step 9:
Add a nice border and some text and you can get some realy cool results.
